A hollow dielectric resonator has been developed for the measurement of either the conductivity or the permittivity of bulk samples in form of small cylinders. We designed a series of dielectric resonators (DR) for the surface resistance measurements of conducting and superconducting samples. The performances of the designed DRs were studied with respect to different geometrical parameters in view of their operation at room temperature.
