In the paper the current state and the establishment of metrology infrastructure and traceability of the measurements of electrical power and energy, i.e. the creation of conditions for unity of power and energy measurements, international comparability of the results and measurements which insure fair trade and consumers’ protection are elaborated. Beside the legal, also other aspects are discussed, like the needs for calibration and verification in the field of electrical power and energy, participants in the chain of measurements and trade with electrical energy, the organization, the...

The article addresses the significance of metrology and metrology-related functions (standards, conformity assessment and accreditation) for international trade. The paper highlights the most relevant results of the recent revision of the European regulation for the free movement of goods, which aims to remove the still existing obstacles for the free circulation of products within the Community and to enhance the protection of legitimate interests like health, safety and environment. In this context, this study proposes a survey to be conducted among internationally recognized experts in...

In accordance with the Enforcement Ordinance of the ‘Framework Act on National Standards’, National Center for Standard Reference Data (SRD) was established on August 1, 2006 as the central authority of the standard reference data system of Korea under KRISS. As of 9 May 2012, there are 22 data centers (DCs) which were designated by the Ministry of Knowledge and Economy. 19 DCs are working on, excluding abolished 3 DCs. 56 certified reference databases were developed and disseminated as various services. These results will decrease costs for R&D due to double investment and increase the...

The creation of the metrological infrastructure providing traceable results of the measurement is one of the major tasks of COOMET member-countries from Central Asia and to Caucasian Region. COOMET successfully cooperates in developing the basic metrology infrastructures of these countries. Among strategic aims of COOMET there are providing metrological knowledge and technical level for innovations and scientific research. For the purpose of implementing joint research projects a TC 5 was established. Cooperation within TC 5 aims at activating the NMIs of COOMET member countries in the...

In this paper, new criterion for evaluation of endangerment of bearings due to bearing currents – the trend line of the Joule integral of bearing current - is proposed. Suggested is the measurement procedure for bearing currents with selection of appropriate sensor. An analysis, which is the basis for selection of current sensor for bearing current measurement, is presented. The shunt sensor as most appropriate sensor was implemented into measurement procedure and experimental measurements were performed on 1.6 kW brushless direct current (BLDC) motor.

The paper presents the application of the support vector machines (SVM) to identify the parameters of the induction machine. The task is related to the regression problem, solved using a separate SVM for each parameter of the analysed object. The purpose and significance of the research is explained. Then, rules of usage and advantages of SVM are introduced. The proposed approach is realised using the model of the induction motor. Importance of the correct SVM kernel and its parameters selection are explained in detail. The paper is concluded with results discussion, conclusions and future...

I-V characteristics of individual electronic components or electronic circuits have been playing a very important role in diagnostics for many years. The latest technological advance has extended the analytical potential of that method even more. This paper presents some examples how the I-V characteristic comparison can reveal the differences between the chosen approved model component and some other alternative components manufactured by different producers. The differences might be caused also with a treatment history like thermal or electrostatic discharge exposition.

Review and analysis of road pavement testing means and methods are presented. Complexity of these methods is pointed out. New approach to pavement testing using vibro-excitation and logarithmic decrement analysis of extinguishing free oscillations is proposed and its advantages are shown. There are two main groups of methods to find the actual strength characteristics of the pavement: destructive and non-destructive. The latter are divided into static and dynamic types of methods. Nevertheless, some disadvantages exist in application of those methods, and a new application of vibration...

A typical wind turbine monitors tens of parameters such as temperatures at different locations, rotation speed of the components, power produced, availability, etc. In many cases sensor data are not collected and stored continuously, because of different reasons like sensor or communication failure, storage size restrictions, condition and situation based information collection. The amount of the resulted incomplete information is typically a significant part of the whole collected dataset; consequently, there is a requirement for such diagnosis solutions that are able to handle incomplete...

We propose a simulator for system diagnoses, which traces backward from output to input for finding undesirable situations. By designing such a simulator with XML type data format called UCF, we can make it as a forward and backward capable simulator. We describe the principle, implementation, and an example of its application to electric power saving mechanism which uses dynamic pricing.
