THE ‘SI’ QUANTITIES AND UNITS – A UNIVERSAL LANGUAGE BRIDGING OVER THE 24 IMEKO TECHNICAL COMMITTEES

SI quantities and units are the subject to various IMEKO technical committees, not assigned to a certain TC (e.g. time). On the horizon of the adoption of a new SI, the connection between quantities and units remains the same, and their complexity is noticeable in the three graphical representations given (tree, planetary and subway map), reflecting the significance of the Chinese proverb that a suggestive picture values more than a thousand of words.

NEURAL MODEL OF A WIND TURBINE

The paper presents a neural model, based on a GMDH neural network, used for modelling the power generated by a wind turbine. The research results of this model are presented compared to the research results of two stochastic models (WPPT and GWPPT). The presented statistical evaluation of three models shows that the most preferred model for the power generated by a wind turbine is a GMDH neural model.

GENERATION OF REFERENCE DATA FOR SOFTWARE VALIDATION

A common approach in the validation of metrology software involves the use of reference data comprising reference input data and reference output data. Software to be validated is applied to the reference input data to generate test output data that is compared, in an appropriate way, with the reference output data. This paper considers reference data generation in the context of a Joint Research Project currently being undertaken under the European Metrology Research Programme.

REGRESSION AND CONFLUENT ALGORITHMS AND MODELS FOR CONSTRUCTION OF FUNCTIONS IN MEASUREMENTS

Construction of functions is considered as an important part of measurement, which is essential for its quality. Since the traditional least-squares method is only applicable within the strict regression model of data, other methods are required in practice. In the paper, some proper extensions of regression models are considered, which enable consistent estimates for functions. The confluent estimates based on these models are studied; the accuracy characteristics are primarily considered.

PROFICIENCY TEST WITH THE INFORMATION OF UNCERTAINTY: ANALYSIS WITH THE MAXIMUM LIKELIHOOD METHOD

The analysis methods of proficiency test (PT) data, when the uncertainty information is given, and a reference laboratory does not exist, are investigated in this study. Mainly two methods are characterized; the analyses with (i) the robust method which we developed, and (ii) the maximum likelihood estimation. Consequently, it is confirmed that the applicability latter approach is validated only when some conditions are satisfied. Therefore, the former analysis is basically recommended.

AUTOMATIC PROPAGATION OF MEASUREMENT UNCERTAINTIES THROUGH METROLOGICAL SOFTWARE

Many measurements cannot be performed without computer-aided data processing. Such indirect measurements require dealing with uncertainty propagation through metrological software. The combination of automatic differentiation and uncertainty characteristics representation as fuzzy intervals can be the basis of fully automatic metrological estimation of final results of data processing. This paper is devoted to clarifications of this approach.

A BAYESIAN ANALYSIS TO EVALUATE THE NEUTRON RESPONSE OF A LIQUID SCINTILLATION SPECTROMETER

Many problems in neutron metrology require the determination of spectral neutron fluence rates. One of the prerequisites for doing spectrometry is the knowledge of the detector’s response function. We report on a method to determine the response function of liquid scintillation spectrometers given measurements in monoenergetic neutron fields. The response function is modelled using radial basis functions and the parameters of the model are chosen using Bayesian parameter estimation.

BAYESIAN ANALYSIS OF REPEATED MEASUREMENTS AFFECTED BY A SYSTEMATIC ERROR AND ITS APPLICATION TO CONFORMITY ASSESSMENT

The Bayesian analysis of a series of correlated indications of an unknown quantity is here presented when they are modelled by a joint Gaussian distribution and their covariance is assumed to be the (known) squared uncertainty associated with a systematic effect common to all the indications. An interesting application of the obtained results to the conformity assessment of a series production is also presented. A criterion is derived so that at least a portion p 1 of the series production shows to have a characteristic value below a prescribed limit, with a probability not less than p 2 .

PROBLEMS IN IMPLEMENTING NEW MEASUREMENT UNIT DEFINITIONS OF THE SI USING FUNDAMENTAL CONSTANTS

The paper is a digest of some problems to be considered should the proposed use of fundamental constants in the definition of measurement units of the SI be implemented: (a) more base units being multi-dimensional, instead of fixing the present problems in this respect; (b) the multidimensionality in the definitions; (c) how the magnitude of the base units is established; (d) the use of CODATA adjusted values of the constants for this specific purpose; (e) formal issues in stipulating algebraic expressions of the definitions, and in respect to the rounding or truncation of the numerical...
